AICESIS erkent de inspanningen van de Sociaal-Economische Raad (SER) van Curaçao
AICESIS, het wereldwijde samenwerkingsverband van Sociaal-Economische Raden en vergelijkbare instituties erkent de inspanningen van de Sociaal-Economische Raad (SER) van Curaçao zoals blijkt uit de inhoud van bijgaand elektronisch bericht. Daarin wordt onderstreept hoe serieus SER Curaçao invulling geeft aan haar rol als Deputy Secretary General (DSG) van AICESIS voor de regio Latijns-Amerika en het Caribisch gebied. Comme vous vous en souviendrez, avant le CA d’Abidjan, j’ai écrit pour vous informer sur les questions liées aux SGA qui seraient abordées lors de cette réunion.
Comme on peut le voir dans le résumé des décisions adoptées à Abidjan, le CA a apprécié positivement ces idées sur le rôle des SGA. Ainsi, au paragraphe 9 des décisions, le CA a commandé au SG de développer une coordination entre le SG et les SGA, et, de façon plus générale, une analyse conjointe des questions liées à la communication interne de l’AICESIS.
*Ainsi, je crois qu’en se référant à la note sur l’activité conjointe SG/SGA envoyée à l’époque (ci jointe), nous pourrions commencer à développer certaines idées contenues dans cette note.
La note parlait de deux domaines pour de coopération: obtenir des informations à l’échelon régional et assurer le suivi des activités de l’AICESIS sur ce territoire. Il semble clair qu’en ce qui concerne ce deuxième domaine, il est essentiel que les SGA aient une connaissance adéquate des activités développées par le SG. À cette fin, la note ci-jointe résume certaines activités de mise en œuvre des décisions d’Abidjan qui ont été développées jusqu’à présent.
*Comme vous pouvez le constater, des activités sont menées dans les deux domaines de possible coopération SG/SGA mentionnés dans la note pre-Abidjan. D’une part, la collecte d’informations au niveau régional, centrée sur la situation des CES et les possibilités de créer de nouveaux Conseils. D’autre part, plusieurs actions sont en cours pour faire avancer le travail de l’AICESIS, à travers les contributions de ses membres, notamment en ce qui concerne le thème de travail principal de la Présidence (société numérique).
Dans ce sens, je voudrais souligner l’intense activité en cours de développement par notre collègue, la SGA d’Amérique latine et des Caraïbes, en ce qui concerne la mise à jour des données sur les institutions liées au dialogue social et les possibilités de travailler en réseau dans cette région.
Je voudrais également souligner une autre possibilité de collaboration, entre les Conseils d’une part et les CES avec l’AICESIS d’autre part, à propos de laquelle j’ai eu une expérience personnelle. Le 14 mai, un séminaire sur le Projet de coopération SOLID, financé par l’UE et visant le développement du dialogue social et la création de CES, s’est tenu au CESE du Maroc.Dans le Séminaire, les expériences des différents Conseils de la région méditerranéenne ont été échangées, et ses organisateurs ont jugé approprié qu’un représentant de l’AICESIS (dans ce cas le SG) puisse également exposer les expériences de cette Association, principalement par la perspective plus globale qui pourrait contribuer.
À mon avis, c’est un type d’expérience qui pourrait être intéressant, à la fois pour améliorer l’échange d’expériences des Conseils au niveau régional et pour promouvoir le développement de l’AICESIS. Ce type de réunions ou de séminaires est relativement fréquent dans le cadre de programmes de coopération internationale, bilatéraux ou multilatéraux « avec le parrainage d’organisations internationales ». Pour cette raison, il serait important que les SGA, par leur plus grande proximité et une meilleure connaissance de la situation dans leurs régions respectives, diffusent ces possibilités de participation de l’AICESIS aux activités de ce type.
*Je pense que, dans tous ces cas, la collaboration des SGA est très importante. Et, au-delà du travail sur ces questions spécifiques, ils peuvent être vues comme de bons exemples pour refléter, plus généralement, la coopération SG/SGA. Pour cette raison, j’aimerais connaître vos opinions sur le type de collaboration que vous pourriez fournir concernant ces activités de suivi d’Abidjan. Egalement, je voudrais savoir si vous pensez qu’avant le 10 juillet, nous pourrions avoir une vidéoconférence à laquelle nous tous participerions.

Dear Colleagues, good morning,
As you will remember, before the Abidjan Board, I wrote to inform you about the issues related to DSG that would be discussed at this meeting.
As it can be seen in the summary of the decisions adopted in Abidjan, the Board welcomed these ideas on the role of the DSG. Thus, in paragraph 9 of the summary, the Board commissioned the SG to develop the coordination between the SG and DSG, and, more generally, that they should jointly analyze the issues related to AICESIS internal communication.
* In this sense, I believe that, taking as a reference the Note on the joint SG / DSG activity that I sent to you (attached), we could begin to develop some of the ideas contained in this note.
The note spoke of two areas for this SG / DSG cooperation: to obtain information at the regional level and the monitoring of AICESIS activities in this area. It seems clear that for this second area, it is essential that the DSG have adequate knowledge of the activities developed by the SG. To this end, the attached note summarizes some of the implementation activities of the Abidjan decisions that have been developed so far.
* As you can see, the activities are carried out in the two areas of possible SG / DSG cooperation mentioned in the pre-Abidjan Note. On the one hand, the collection of information at the regional level, focused on the situation of ESCs and the possibilities of creating new Councils. On the other hand, several actions are under way to advance the work of AICESIS, through the contributions of its members, particularly with regard to the main theme of work of the Presidency.
In this regard, I would like to highlight the intense activity being developed by our colleague, the SGA of Latin America and the Caribbean, in updating the data on institutions related to social dialogue and the possibilities of network in this region.
I would also like to underline another possibility of collaboration between the Councils and of these with AICESIS, about which I have had personal experience. On 14 May, a seminar on the EU-funded SOLID Cooperation Project aimed at developing social dialogue and creating ESCs was held at the EESC in Morocco. In the Seminar, the experiences of the various Councils of the Mediterranean region were exchanged, and its organizers considered it appropriate that a representative of the AICESIS (in this case the SG) could also expose the experiences of this Association, mainly by the more comprehensive perspective that could contribute.
In my opinion, this is a type of experience that could be interesting, both to improve the exchange of experience of Councils at the regional level and to promote the development of AICESIS. Such meetings or seminars are relatively frequent in international, bilateral or multilateral cooperation programs “with the sponsorship of international organizations”. For this reason, it would be important for the DSG, because of their greater proximity and better knowledge of the situation in their respective regions, to disseminate these possibilities for AICESIS participation in activities of this type.
* I think that in all these cases, the collaboration of the DSG would be very important. And, beyond working on these specific issues, they can be considered as good examples to reflect, more generally, on SG / DSG cooperation. For this reason, I would like to know your opinion on the type of collaboration that you could provide regarding these follow-up activities in Abidjan. And also, I would like to know if you think that by July 10, we could have a video conference all together.
