Comme vous vous en souviendrez, avant le CA d’Abidjan, j’ai \u00e9crit pour vous informer sur les questions li\u00e9es aux SGA qui seraient abord\u00e9es lors de cette r\u00e9union.<\/p>\n

Comme on peut le voir dans le r\u00e9sum\u00e9 des d\u00e9cisions adopt\u00e9es \u00e0 Abidjan, le CA a appr\u00e9ci\u00e9 positivement ces id\u00e9es sur le r\u00f4le des SGA. Ainsi, au paragraphe 9 des d\u00e9cisions, le CA a command\u00e9 au SG de d\u00e9velopper une coordination entre le SG et les SGA, et, de fa\u00e7on plus g\u00e9n\u00e9rale, une analyse conjointe des questions li\u00e9es \u00e0 la communication interne de l\u2019AICESIS.<\/p>\n

*Ainsi, je crois qu\u2019en se r\u00e9f\u00e9rant \u00e0 la note sur l’activit\u00e9 conjointe SG\/SGA envoy\u00e9e \u00e0 l’\u00e9poque (ci jointe), nous pourrions commencer \u00e0 d\u00e9velopper certaines id\u00e9es contenues dans cette note.<\/p>\n

La note parlait de deux domaines pour de coop\u00e9ration: obtenir des informations \u00e0 l’\u00e9chelon r\u00e9gional et assurer le suivi des activit\u00e9s de l’AICESIS sur ce territoire. Il semble clair qu’en ce qui concerne ce deuxi\u00e8me domaine, il est essentiel que les SGA aient une connaissance ad\u00e9quate des activit\u00e9s d\u00e9velopp\u00e9es par le SG. \u00c0 cette fin, la note ci-jointe r\u00e9sume certaines activit\u00e9s de mise en \u0153uvre des d\u00e9cisions d’Abidjan qui ont \u00e9t\u00e9 d\u00e9velopp\u00e9es jusqu’\u00e0 pr\u00e9sent.<\/p>\n

*Comme vous pouvez le constater, des activit\u00e9s sont men\u00e9es dans les deux domaines de possible coop\u00e9ration SG\/SGA mentionn\u00e9s dans la note pre-Abidjan. D’une part, la collecte d’informations au niveau r\u00e9gional, centr\u00e9e sur la situation des CES et les possibilit\u00e9s de cr\u00e9er de nouveaux Conseils. D’autre part, plusieurs actions sont en cours pour faire avancer le travail de l’AICESIS, \u00e0 travers les contributions de ses membres, notamment en ce qui concerne le\u00a0 th\u00e8me de travail principal de la Pr\u00e9sidence (soci\u00e9t\u00e9 num\u00e9rique).<\/p>\n

Dans ce sens, je voudrais souligner l’intense activit\u00e9 en cours de d\u00e9veloppement par notre coll\u00e8gue, la SGA d’Am\u00e9rique latine et des Cara\u00efbes, en ce qui concerne la mise \u00e0 jour des donn\u00e9es sur les institutions li\u00e9es au dialogue social et les possibilit\u00e9s de travailler en r\u00e9seau dans cette r\u00e9gion.<\/p>\n

Je voudrais \u00e9galement souligner une autre possibilit\u00e9 de collaboration, entre les Conseils d\u2019une part et les CES avec l’AICESIS d\u2019autre part, \u00e0 propos de laquelle j’ai eu une exp\u00e9rience personnelle.\u00a0Le 14 mai, un s\u00e9minaire sur le Projet de coop\u00e9ration SOLID, financ\u00e9 par l’UE et visant le d\u00e9veloppement du dialogue social et la cr\u00e9ation de CES, s’est tenu au CESE du Maroc.Dans le S\u00e9minaire, les exp\u00e9riences des diff\u00e9rents Conseils de la r\u00e9gion m\u00e9diterran\u00e9enne ont \u00e9t\u00e9 \u00e9chang\u00e9es, et ses organisateurs ont jug\u00e9 appropri\u00e9 qu’un repr\u00e9sentant de l’AICESIS (dans ce cas le SG) puisse \u00e9galement exposer les exp\u00e9riences de cette Association, principalement par la perspective plus globale qui pourrait contribuer.<\/p>\n

\u00c0 mon avis, c’est un type d’exp\u00e9rience qui pourrait \u00eatre int\u00e9ressant, \u00e0 la fois pour am\u00e9liorer l’\u00e9change d’exp\u00e9riences des Conseils au niveau r\u00e9gional et pour promouvoir le d\u00e9veloppement de l’AICESIS.\u00a0Ce type de r\u00e9unions ou de s\u00e9minaires est relativement fr\u00e9quent dans le cadre de programmes de coop\u00e9ration internationale, bilat\u00e9raux ou multilat\u00e9raux \u00ab\u00a0avec le parrainage d’organisations internationales\u00a0\u00bb.\u00a0Pour cette raison, il serait important que les SGA, par leur plus grande proximit\u00e9 et une meilleure connaissance de la situation dans leurs r\u00e9gions respectives, diffusent ces possibilit\u00e9s de participation de l’AICESIS aux activit\u00e9s de ce type.<\/p>\n

*Je pense que, dans tous ces cas, la collaboration des SGA est tr\u00e8s importante. Et, au-del\u00e0 du travail sur ces questions sp\u00e9cifiques, ils peuvent \u00eatre vues comme de bons exemples pour refl\u00e9ter, plus g\u00e9n\u00e9ralement, la coop\u00e9ration SG\/SGA. Pour cette raison, j’aimerais conna\u00eetre vos opinions sur le type de collaboration que vous pourriez fournir concernant ces activit\u00e9s de suivi d\u2019Abidjan. Egalement, je voudrais savoir si vous pensez qu\u2019avant le 10 juillet, nous pourrions avoir une vid\u00e9oconf\u00e9rence \u00e0 laquelle nous tous participerions.<\/p>\n

As you will remember, before the Abidjan Board, I wrote to inform you about the issues related to DSG that would be discussed at this meeting.<\/p>\n

As it can be seen in the summary of the decisions adopted in Abidjan, the Board welcomed these ideas on the role of the DSG. Thus, in paragraph 9 of the summary, the Board commissioned the SG to develop the coordination between the SG and DSG, and, more generally, that they should jointly analyze the issues related to AICESIS internal communication.<\/p>\n

* In this sense, I believe that, taking as a reference the Note on the joint SG \/ DSG activity that I sent to you (attached), we could begin to develop some of the ideas contained in this note.<\/p>\n

The note spoke of two areas for this SG \/ DSG cooperation: to obtain information at the regional level and the monitoring of AICESIS activities in this area. It seems clear that for this second area, it is essential that the DSG have adequate knowledge of the activities developed by the SG. To this end, the attached note summarizes some of the implementation activities of the Abidjan decisions that have been developed so far.<\/p>\n

* As you can see, the activities are carried out in the two areas of possible SG \/ DSG cooperation mentioned in the pre-Abidjan Note. On the one hand, the collection of information at the regional level, focused on the situation of ESCs and the possibilities of creating new Councils. On the other hand, several actions are under way to advance the work of AICESIS, through the contributions of its members, particularly with regard to the main theme of work of the Presidency.<\/p>\n

In this regard, I would like to highlight the intense activity being developed by our colleague, the SGA of Latin America and the Caribbean, in updating the data on institutions related to social dialogue and the possibilities of network in this region.<\/p>\n

I would also like to underline another possibility of collaboration between the Councils and of these with AICESIS, about which I have had personal experience. On 14 May, a seminar on the EU-funded SOLID Cooperation Project aimed at developing social dialogue and creating ESCs was held at the EESC in Morocco. In the Seminar, the experiences of the various Councils of the Mediterranean region were exchanged, and its organizers considered it appropriate that a representative of the AICESIS (in this case the SG) could also expose the experiences of this Association, mainly by the more comprehensive perspective that could contribute.<\/p>\n

In my opinion, this is a type of experience that could be interesting, both to improve the exchange of experience of Councils at the regional level and to promote the development of AICESIS. Such meetings or seminars are relatively frequent in international, bilateral or multilateral cooperation programs “with the sponsorship of international organizations”. For this reason, it would be important for the DSG, because of their greater proximity and better knowledge of the situation in their respective regions, to disseminate these possibilities for AICESIS participation in activities of this type.<\/p>\n

* I think that in all these cases, the collaboration of the DSG would be very important. And, beyond working on these specific issues, they can be considered as good examples to reflect, more generally, on SG \/ DSG cooperation. For this reason, I would like to know your opinion on the type of collaboration that you could provide regarding these follow-up activities in Abidjan. And also, I would like to know if you think that by July 10, we could have a video conference all together.<\/p>\n

*Comme vous pouvez le constater, des activit\u00e9s sont men\u00e9es dans les deux domaines de possible coop\u00e9ration SG\/SGA mentionn\u00e9s dans la note pre-Abidjan. D'une part, la collecte d'informations au niveau r\u00e9gional, centr\u00e9e sur la situation des CES et les possibilit\u00e9s de cr\u00e9er de nouveaux Conseils. D'autre part, plusieurs actions sont en cours pour faire avancer le travail de l'AICESIS, \u00e0 travers les contributions de ses membres, notamment en ce qui concerne le\u00a0 th\u00e8me de travail principal de la Pr\u00e9sidence (soci\u00e9t\u00e9 num\u00e9rique).<\/p>
Dans ce sens, je voudrais souligner l'intense activit\u00e9 en cours de d\u00e9veloppement par notre coll\u00e8gue, la SGA d'Am\u00e9rique latine et des Cara\u00efbes, en ce qui concerne la mise \u00e0 jour des donn\u00e9es sur les institutions li\u00e9es au dialogue social et les possibilit\u00e9s de travailler en r\u00e9seau dans cette r\u00e9gion.<\/p>
Je voudrais \u00e9galement souligner une autre possibilit\u00e9 de collaboration, entre les Conseils d\u2019une part et les CES avec l'AICESIS d\u2019autre part, \u00e0 propos de laquelle j'ai eu une exp\u00e9rience personnelle.\u00a0Le 14 mai, un s\u00e9minaire sur le Projet de coop\u00e9ration SOLID, financ\u00e9 par l'UE et visant le d\u00e9veloppement du dialogue social et la cr\u00e9ation de CES, s'est tenu au CESE du Maroc.Dans le S\u00e9minaire, les exp\u00e9riences des diff\u00e9rents Conseils de la r\u00e9gion m\u00e9diterran\u00e9enne ont \u00e9t\u00e9 \u00e9chang\u00e9es, et ses organisateurs ont jug\u00e9 appropri\u00e9 qu'un repr\u00e9sentant de l'AICESIS (dans ce cas le SG) puisse \u00e9galement exposer les exp\u00e9riences de cette Association, principalement par la perspective plus globale qui pourrait contribuer.<\/p>
\u00c0 mon avis, c'est un type d'exp\u00e9rience qui pourrait \u00eatre int\u00e9ressant, \u00e0 la fois pour am\u00e9liorer l'\u00e9change d'exp\u00e9riences des Conseils au niveau r\u00e9gional et pour promouvoir le d\u00e9veloppement de l'AICESIS.\u00a0Ce type de r\u00e9unions ou de s\u00e9minaires est relativement fr\u00e9quent dans le cadre de programmes de coop\u00e9ration internationale, bilat\u00e9raux ou multilat\u00e9raux \u00ab\u00a0avec le parrainage d'organisations internationales\u00a0\u00bb.\u00a0Pour cette raison, il serait important que les SGA, par leur plus grande proximit\u00e9 et une meilleure connaissance de la situation dans leurs r\u00e9gions respectives, diffusent ces possibilit\u00e9s de participation de l'AICESIS aux activit\u00e9s de ce type.<\/p>
*Je pense que, dans tous ces cas, la collaboration des SGA est tr\u00e8s importante. Et, au-del\u00e0 du travail sur ces questions sp\u00e9cifiques, ils peuvent \u00eatre vues comme de bons exemples pour refl\u00e9ter, plus g\u00e9n\u00e9ralement, la coop\u00e9ration SG\/SGA. Pour cette raison, j'aimerais conna\u00eetre vos opinions sur le type de collaboration que vous pourriez fournir concernant ces activit\u00e9s de suivi d\u2019Abidjan. As you will remember, before the Abidjan Board, I wrote to inform you about the issues related to DSG that would be discussed at this meeting.<\/p>
As it can be seen in the summary of the decisions adopted in Abidjan, the Board welcomed these ideas on the role of the DSG. Thus, in paragraph 9 of the summary, the Board commissioned the SG to develop the coordination between the SG and DSG, and, more generally, that they should jointly analyze the issues related to AICESIS internal communication.<\/p>
* In this sense, I believe that, taking as a reference the Note on the joint SG \/ DSG activity that I sent to you (attached), we could begin to develop some of the ideas contained in this note.<\/p>
The note spoke of two areas for this SG \/ DSG cooperation: to obtain information at the regional level and the monitoring of AICESIS activities in this area. It seems clear that for this second area, it is essential that the DSG have adequate knowledge of the activities developed by the SG. To this end, the attached note summarizes some of the implementation activities of the Abidjan decisions that have been developed so far.<\/p>
* As you can see, the activities are carried out in the two areas of possible SG \/ DSG cooperation mentioned in the pre-Abidjan Note. On the one hand, the collection of information at the regional level, focused on the situation of ESCs and the possibilities of creating new Councils. On the other hand, several actions are under way to advance the work of AICESIS, through the contributions of its members, particularly with regard to the main theme of work of the Presidency.<\/p>
In this regard, I would like to highlight the intense activity being developed by our colleague, the SGA of Latin America and the Caribbean, in updating the data on institutions related to social dialogue and the possibilities of network in this region.<\/p>
I would also like to underline another possibility of collaboration between the Councils and of these with AICESIS, about which I have had personal experience. On 14 May, a seminar on the EU-funded SOLID Cooperation Project aimed at developing social dialogue and creating ESCs was held at the EESC in Morocco. In the Seminar, the experiences of the various Councils of the Mediterranean region were exchanged, and its organizers considered it appropriate that a representative of the AICESIS (in this case the SG) could also expose the experiences of this Association, mainly by the more comprehensive perspective that could contribute.<\/p>
In my opinion, this is a type of experience that could be interesting, both to improve the exchange of experience of Councils at the regional level and to promote the development of AICESIS. Such meetings or seminars are relatively frequent in international, bilateral or multilateral cooperation programs \"with the sponsorship of international organizations\". For this reason, it would be important for the DSG, because of their greater proximity and better knowledge of the situation in their respective regions, to disseminate these possibilities for AICESIS participation in activities of this type.<\/p>
* I think that in all these cases, the collaboration of the DSG would be very important. And, beyond working on these specific issues, they can be considered as good examples to reflect, more generally, on SG \/ DSG cooperation. For this reason, I would like to know your opinion on the type of collaboration that you could provide regarding these follow-up activities in Abidjan. And also, I would like to know if you think that by July 10, we could have a video conference all together.<\/p>
