\u00a0SER Cura\u00e7ao embraces AI, but draws a firm line at human judgment<\/strong><\/span><\/h1>\n

WILLEMSTAD, March 25, 2026 \u2014 The Social and Economic Council (SER) of Cura\u00e7ao expressed its intention to continue using generative AI tools to support its advisory work, but only under clear safeguards. The policy follows a recent series of master classes for SER advisors and staff members on AI, held on March 19, 20 and 24 at the council\u2019s offices at the Ansinghstraat.<\/p>\n

For the advisory body, AI is not an end, and certainly not a substitute for human judgment. Technology can help summarize lengthy files, organize information, refine language, compare documents, and explain complex issues in more accessible terms. But the work that matters most \u2014 legal interpretation, the balancing of interests, institutional sensitivity and formal judgment \u2014 remains the responsibility of humans.<\/p>\n

The SER of the Leeward Island therefore supports the use of AI only as a supporting tool. It may not replace deliberation or take over the council\u2019s advisory function.<\/p>\n

In the draft guidelines of the tripartite advisory council, that approach rests on three core principles: final human responsibility, the protection of personal data, and quality, integrity and verifiability. In practice, that means SER advisors and staff members are expected to use AI deliberately and sparingly, avoid entering unnecessary personal data, verify facts and sources, and be able to explain why a tool was used, what information was entered and who reviewed the result. When doubt remains, the rule is simple: the tool is not used.<\/p>\n

\u201cThe SER wants to benefit from the opportunities offered by new technology without compromising independence, due care and confidentiality,\u201d said Ra\u00fal Henriquez, director and secretary general of the SER of Cura\u00e7ao. \u201cAI can support the work, but it must never take the place of professional judgment and human responsibility.\u201d<\/p>\n

The SER said its policy reflects a broader public-sector understanding that the responsible use of generative AI depends not only on the technology itself, but also on strong organizational, ethical and legal safeguards.<\/p>\n

For the SER, then, AI is not a leap into the dark, but a deliberate choice: applied where it adds value, limited where needed, and always in service of better advice.<\/p>\n

SER-advies uit over initiatiefvoorstel tot herziening OZB-stelsel<\/span><\/h1>
Willemstad, 15 juli 2025 \u2013 De Sociaal-Economische Raad (SER) heeft op vrijdag 11 juli jongstleden een advies uitgebracht over de initiatiefontwerplandsverordening tot wijziging van de Landsverordening inzake de belastingheffing van onroerende zaken (Landsverordening onroerendezaakbelasting 2014). Het advies werd uitgebracht op verzoek van de Staten van Cura\u00e7ao.<\/p>
Het initiatiefvoorstel is afkomstig van de fractie van de MAN in de Staten, die zich hierbij beroept op het recht van initiatief zoals vastgelegd in artikel 77 van de Staatsregeling van Cura\u00e7ao (A.B. 2010, no. 86). Dit artikel verleent Statenleden de bevoegdheid om wetsvoorstellen zelfstandig in te dienen en aan de regering voor te dragen.<\/p>
Met het ontwerp beogen de indieners een herziening van het huidige OZB-stelsel, onder meer door aanpassing van de tariefstructuur, verhoging van de vrijstellingsdrempel en vereenvoudiging van de administratieve verwerking van de belasting op onroerende zaken.<\/p>
