SER Cura\u00e7ao advises on legal codification of AOV allowance increase and broader eligibility<\/span><\/h1>\n

WILLEMSTAD, Tuesday, November 18, 2025 \u2013 The Economic and Social Council (SER) of Cura\u00e7ao today submitted its advisory opinion to Minister Charetti America-Francisca of Social Development, Labour and Welfare (SOAW) on the draft national decree, containing general measures, which formalizes a measure already implemented on August 1, 2023. The initiative strengthens the purchasing power of older people by raising the supplementary allowance for beneficiaries of the General Old-Age Insurance (AOV) and broadening the eligibility criteria.<\/p>\n

As of 1 August 2023, the monthly supplementary allowance was raised from Cg 130 to Cg 169. Henceforth, all Cura\u00e7ao-resident AOV-beneficiaries whose total income is equal to or less than the full-pension benchmark of Cg 862 per month (applicable to a fully built-up 50-year insurance record) qualify under the new scheme. The draft national decree, containing general measures, places this arrangement within Cura\u00e7ao\u2019s legislative framework, establishing a definitive legal basis.<\/p>\n

The estimated additional annual financial burden is approximately Cg 6 million, to be covered from the existing SOAW budget line \u2018Social Relief Benefit and Emergency Provisions\u2019. While the measure offers immediate relief to thousands of older people who are reliant exclusively on AOV income, the SER underlines that this remains an interim step: automatic indexation of the AOV benefit, a transparent multi-year financing plan and recognition of the long-term pressures posed by demographic ageing and erosion of older citizen purchasing power are essential.<\/p>\n

SER-advies uit over initiatiefvoorstel tot herziening OZB-stelsel<\/span><\/h1>
Willemstad, 15 juli 2025 \u2013 De Sociaal-Economische Raad (SER) heeft op vrijdag 11 juli jongstleden een advies uitgebracht over de initiatiefontwerplandsverordening tot wijziging van de Landsverordening inzake de belastingheffing van onroerende zaken (Landsverordening onroerendezaakbelasting 2014). Het advies werd uitgebracht op verzoek van de Staten van Cura\u00e7ao.<\/p>
Het initiatiefvoorstel is afkomstig van de fractie van de MAN in de Staten, die zich hierbij beroept op het recht van initiatief zoals vastgelegd in artikel 77 van de Staatsregeling van Cura\u00e7ao (A.B. 2010, no. 86). Dit artikel verleent Statenleden de bevoegdheid om wetsvoorstellen zelfstandig in te dienen en aan de regering voor te dragen.<\/p>
Met het ontwerp beogen de indieners een herziening van het huidige OZB-stelsel, onder meer door aanpassing van de tariefstructuur, verhoging van de vrijstellingsdrempel en vereenvoudiging van de administratieve verwerking van de belasting op onroerende zaken.<\/p>
