Spirited debate on AI in Cura\u00e7ao as Future of Work takes center stage<\/strong><\/span><\/h1>\n

Willemstad, October 2, 2025 \u2014 In a packed auditorium at the Central Bank of Cura\u00e7ao and Sint Maarten, Cura\u00e7ao\u2019s Social Economic Council (SER) convened its third \u201cFuture of Work\u201d seminar on Tuesday under a title that left little doubt about its urgency: \u201cLiving and Growing with AI.\u201d<\/em><\/p>\n

Opening the event, Education Minister Sithree van Heydoorn and the council\u2019s secretary-general, Ra\u00fal Henriquez, struck a common chord: artificial intelligence is no longer a far-off abstraction but a disruptive force already reshaping economies and daily life. \u201cDelay means disadvantage,\u201d Mr. Henriquez warned, especially for small island states competing for relevance in a fast-changing global market.<\/p>\n

The day\u2019s speakers painted a picture at once hopeful and cautionary. Mr. van Heydoorn called for a national push on digital literacy, warning that without stronger schools and infrastructure, Cura\u00e7ao risked deepening its digital divide. Mr. Henriquez pressed for legal guardrails, arguing that transparency, human oversight, and the rule of law must anchor any deployment of AI.<\/p>\n

From there the discussion widened. Denneth van der Veen, an innovation consultant, argued that digital skills could give Cura\u00e7ao and the Caribbean a competitive edge. Curt Belfor, head of the island\u2019s Regulatory Authority, pointed to the need for transparent governance. Juan Carlos Goilo, founder of Global Minds Network, urged citizens to seize their agency in a world increasingly mediated by algorithms. Nicole Wever, a specialist in skills development, called education and lifelong learning the island\u2019s most urgent investment.<\/p>\n

The \u2018Open Mic\u2019 session gave voice to a wider range of concerns. Nevita Mezas, a labor market analyst, spoke of remote work and digital nomadism as both a threat and an opportunity. Elgenie Pieternella, a social entrepreneur, highlighted the vitality of Cura\u00e7ao\u2019s informal economy. Roland Ignacio, a veteran union leader, insisted that organized labor must have a seat at the AI table to protect workers\u2019 rights. And Albert Martes, the island\u2019s meteorological director and chair of the Cura\u00e7ao Climate Change Platform, reminded the audience that AI will also shape how Cura\u00e7ao confronts rising seas and environmental risks.<\/p>\n

What made the seminar different from many policy gatherings was its tone: interactive, even combative at times. Questions from the audience ranged from fears of brain drain to whether AI might undermine privacy or hollow out jobs in tourism, Cura\u00e7ao\u2019s economic backbone. Panelists agreed that only a broad coalition of government, business, unions, and civil society could ensure AI was deployed fairly.<\/p>\n

Repeatedly, speakers returned to one theme: Cura\u00e7ao cannot go it alone. References to UNESCO\u2019s ethics framework, among others, underscored the need to tie local policy to global standards. By doing so, participants argued, the island could claim its place as a small but forward-looking state that embraces technology while safeguarding justice and sustainability.<\/p>\n

Closing the day, Mr. Henriquez was blunt. Technology, he said, is just a tool; the real test is whether people can adapt. \u201cWe must act collectively \u2014 government, business and society \u2014 to build a truly dynamic market in this AI era,\u201d he told the audience. \u201cOnly then can Cura\u00e7ao not just live with AI but grow through it.\u201d<\/p>\n

SER brengt advies uit over ontwerp minimumbelasting Cura\u00e7ao<\/span><\/h1>

WILLEMSTAD, 20 mei 2025 \u2013 De Sociaal-Economische Raad (SER) heeft op maandag 19 mei jongstleden een formeel advies uitgebracht aan demissionair minister van Financi\u00ebn Javier Silvania over de ontwerplandsverordening minimumbelasting 2025. Het wetsontwerp beoogt de invoering van een effectieve minimumbelasting van 15 procent op de winst van groepsentiteiten binnen multinationale ondernemingen met een wereldwijde jaaromzet van ten minste 750 miljoen euro. Hiermee sluit Cura\u00e7ao aan bij de internationale afspraken zoals vastgelegd in het zogenoemde Pijler 2-raamwerk van de Organisatie voor Economische Samenwerking en Ontwikkeling (OESO).<\/p>
Het wetsvoorstel werd eind 2024 aangekondigd en is in december van dat jaar formeel aangeschreven aan de Staten van Cura\u00e7ao, die destijds instemden met het voornemen tot invoering. Met het recente SER-advies is een volgende stap gezet in het wetgevingsproces. De landsverordening vereist nog formele parlementaire goedkeuring. Als de Staten akkoord gaan, zal de regeling in werking treden met terugwerkende kracht tot 1 januari 2025.<\/p>
De voorgestelde belastingmaatregel is gericht op het waarborgen van een minimumniveau van belastingheffing in Cura\u00e7ao. Daarmee wordt voorkomen dat belastinggrondslagen weglekken naar andere jurisdicties die wel bijheffingsmaatregelen toepassen. Tegelijkertijd sluit het voorstel aan bij een bredere internationale beweging tegen schadelijke belastingconcurrentie.<\/p>
De SER heeft ervoor gekozen het adviestraject gefaseerd en planmatig op te bouwen. Die benadering was ingegeven door de toenemende geopolitieke onzekerheid, in het bijzonder als gevolg van het gewijzigde fiscale beleid van de Verenigde Staten onder president Donald J. Trump, die sinds januari dit jaar opnieuw het Witte Huis bezet. De Amerikaanse regering heeft inmiddels te kennen gegeven kritisch te staan tegenover internationale belastingregels die als extraterritoriaal of discriminerend jegens Amerikaanse bedrijven worden beschouwd. Mocht de minimumbelasting ongunstig uitpakken voor Amerikaanse multinationals, loopt Cura\u00e7ao het risico mogelijkerwijs geconfronteerd te worden met wederkerige belastingmaatregelen vanuit Washington.<\/p>
Voor de SER vormden deze ontwikkelingen aanleiding om bijzondere aandacht te besteden aan diplomatieke positionering, timing en uitvoerbaarheid van het voorstel.
