SER Cura\u00e7ao represents AICESIS at U.N. High Level Political Forum<\/span><\/h1>\n

Willemstad \/ New\u202fYork, July\u202f29, 2025 \u2014 The Social Economic Council (SER) of Cura\u00e7ao delivered a keynote speech on behalf of AICESIS\u2014the International Association of Economic and Social Councils and Similar Institutions\u2014on July\u202f23 during the ministerial segment of the U.N.\u2019s High\u2011Level Political Forum (HLPF), convened under the auspices of the Economic and Social Council (ECOSOC) at the U.N. headquarters in New\u202fYork. As current chair of AICESIS, SER Cura\u00e7ao used the occasion to advocate global attention for inclusive, sustainable, and science\u2011based strategies aligned with the United Nations Sustainable Development Goals (SDGs).<\/p>\n

In his remarks<\/a> delivered in his capacity as director\u2011general of SER Cura\u00e7ao, Mr. Raul Henriquez underscored the necessity of reinvigorated multilateral cooperation. He called on member states to renew their commitment to five priority SDGs\u2014good health and well\u2011being (SDG\u202f3), gender equality (SDG\u202f5), decent work and economic growth (SDG\u202f8), life below water (SDG\u202f14), and partnerships for the goals (SDG\u202f17). Although considerable progress is evident, persistent inequalities remain, requiring a coordinated, scientifically informed response. The speech was based on a position paper analyzing the experiences of AICESIS members Brazil, Cameroon, Chad, Morocco, and Zimbabwe. It featured illustrative cases such as successful healthcare reforms in Morocco and improvements for vulnerable groups in Brazil, while also acknowledging structural challenges including child marriage, informal labor, and the lack of economic integration among young people\u2014those classified as NEET (Not in Education, Employment, or Training)<\/p>\n

In addition to the plenary presentation, the AICESIS delegation held bilateral talks with Brazil\u2019s Permanent Mission to the U.N., led by Mr. Lavito Person Motta Bacarissa, Executive Secretary of Brazil\u2019s National Commission on the SDGs within the Presidency of the Federative Republic of Brazil. During that meeting, it was confirmed that Brazil\u2019s socio\u2011economic council, the Conselho Nacional de Desenvolvimento Econ\u00f4mico e Social <\/em>(CDES), will join the AICESIS governing board effective November\u202f1,\u202f2025. This development reflects Brazil\u2019s growing engagement within the AICESIS network and underscores Latin America\u2019s expanding role in the organization\u2019s sustainability agenda. To strengthen the regional ties with the internationally influential Brazil, Ms. M. Sboui-Racamy, Vice-Secretary General of AICESIS for the Latin American and Caribbean region and Senior Advisor at the SER of Cura\u00e7ao, was part of the delegation.<\/p>\n

The delegation also paid a courtesy visit to Ambassador Mr.\u202fLok\u202fBahathapa, Nepal\u2019s Permanent Representative to the U.N. and Vice President of ECOSOC for its 2025 session\u2014a post to which he was elected in July\u202f2024. Discussions previewed the period during which Nepal, under Ambassador Bahathapa\u2019s leadership, will assume the ECOSOC presidency, succeeding current President Ambassador Mr. Bob\u202fRae of Canada. The meeting marked the beginning of what AICESIS sees as a strategic partnership with the incoming ECOSOC leadership, positioning the association to engage more directly in global socio\u2011economic policymaking.<\/p>\n

Through its combined presence in the plenary debate and its strategic diplomatic engagements, the SER of Cura\u00e7ao\u2014as chair of AICESIS\u2014reinforced the relevance of socio\u2011economic councils within international governance. The events demonstrated how smaller institutions can harness diplomatic networks and knowledge exchange to influence global policy on social inclusion, economic justice, and sustainable development.<\/p>\n

SER brengt advies uit over ontwerp minimumbelasting Cura\u00e7ao<\/span><\/h1>

WILLEMSTAD, 20 mei 2025 \u2013 De Sociaal-Economische Raad (SER) heeft op maandag 19 mei jongstleden een formeel advies uitgebracht aan demissionair minister van Financi\u00ebn Javier Silvania over de ontwerplandsverordening minimumbelasting 2025. Het wetsontwerp beoogt de invoering van een effectieve minimumbelasting van 15 procent op de winst van groepsentiteiten binnen multinationale ondernemingen met een wereldwijde jaaromzet van ten minste 750 miljoen euro. Hiermee sluit Cura\u00e7ao aan bij de internationale afspraken zoals vastgelegd in het zogenoemde Pijler 2-raamwerk van de Organisatie voor Economische Samenwerking en Ontwikkeling (OESO).<\/p>
Het wetsvoorstel werd eind 2024 aangekondigd en is in december van dat jaar formeel aangeschreven aan de Staten van Cura\u00e7ao, die destijds instemden met het voornemen tot invoering. Met het recente SER-advies is een volgende stap gezet in het wetgevingsproces. De landsverordening vereist nog formele parlementaire goedkeuring. Als de Staten akkoord gaan, zal de regeling in werking treden met terugwerkende kracht tot 1 januari 2025.<\/p>
De voorgestelde belastingmaatregel is gericht op het waarborgen van een minimumniveau van belastingheffing in Cura\u00e7ao. Daarmee wordt voorkomen dat belastinggrondslagen weglekken naar andere jurisdicties die wel bijheffingsmaatregelen toepassen. Tegelijkertijd sluit het voorstel aan bij een bredere internationale beweging tegen schadelijke belastingconcurrentie.<\/p>
De SER heeft ervoor gekozen het adviestraject gefaseerd en planmatig op te bouwen. Die benadering was ingegeven door de toenemende geopolitieke onzekerheid, in het bijzonder als gevolg van het gewijzigde fiscale beleid van de Verenigde Staten onder president Donald J. Trump, die sinds januari dit jaar opnieuw het Witte Huis bezet. De Amerikaanse regering heeft inmiddels te kennen gegeven kritisch te staan tegenover internationale belastingregels die als extraterritoriaal of discriminerend jegens Amerikaanse bedrijven worden beschouwd. Voor de SER vormden deze ontwikkelingen aanleiding om bijzondere aandacht te besteden aan diplomatieke positionering, timing en uitvoerbaarheid van het voorstel.
