SER-Cura\u00e7ao emphasizes importance of renewed social contract at Kingdom level<\/strong><\/span><\/h1>\n

Willemstad, Feb. 23, 2023 \u2013 \u201cA renewed social contract between the countries of the Kingdom of the Netherlands for a sustainable recovery. That was the title of the presentation<\/a> made by a delegation from the Social and Economic Council (SER) during an Ibero-American meeting held from Feb. 14 to 16, in the city of Antigua, Guatemala. The meeting, centered on the theme \u201cDemocracia, pactos y consenso, v\u00edas para la recuperaci\u00f3n. Los Consejos Econ\u00f3micos y Sociales como instituciones clave para la gobernanza democr\u00e1tica\u2019<\/em> (Democracy, pacts and consensus, paths to recovery. Economic and Social Councils as Key Institutions for Democratic Governance), was organized by the Social Economic Council of Spain and the Spanish Agency for International Cooperation and Development (AECID), as part of the Plan for Transfer, Exchange and Knowledge Management for Development (INTERCOONECTA) and took place at the \u2018Centro de Formaci\u00f3n de Cooperaci\u00f3n Espa\u00f1ola\u2019<\/em> in the historic Guatemalan city.<\/p>\n

Delegates from the socio-economic advisory bodies of Spain, Guatemala, Honduras, Argentina, Costa Rica, Cura\u00e7ao, Portugal and the Dominican Republic, as well as delegates from similar institutions from Chile, Peru and Uruguay attended. The agenda included presentations and panel discussions on social, economic and labor issues of interest to Latin America and Spanish-speaking countries in the Caribbean ahead of the XXVIII Ibero-American Summit of Heads of State and Government leaders to be held next March 24-25 in the capital of the Dominican Republic, Santo Domingo under the title \u201cJuntos hacia una Iberoam\u00e9rica justa y sostenible\u201d<\/em> (Together towards a just and sustainable Latin America).<\/p>\n

Although the Country of Cura\u00e7ao, formally speaking, is not part of the group of Ibero-American countries, the SER is almost always invited to INTERCOONECTA activities related to the key role that social economic advisory councils play in the region on issues related to sustainable development, democratization, peace, security and stability, among others. This is because of the close and friendly ties the SER has with sister organizations in the region and in Spain.<\/p>\n

Given the main theme of the meeting in La Antigua, Guatemala, the SER, which was represented at a technical level by its director\/general secretary Mr. Raul Henriquez, the senior advisor in charge of international affairs Ms. Miloushka Sboui-Racamy and the advisor in charge of inter-institutional affairs Ms. Dainadira Eustatius-Martis, explained, among others, how during the COVID-19 crisis a (de facto) renewed social contract, was concluded between the four countries of the Kingdom. This included a broad elaboration on the main themes of the Cura\u00e7ao country package and the economic, financial, social and institutional reforms necessary to make the island more resilient. The role of the SER as a tripartite advisory body to the legislature in that process was explained in more detail.<\/p>\n

SER legt nadruk op belang hernieuwd sociaal contract op Koninkrijksniveau<\/span><\/h1>
Willemstad, 23 februari 2023 \u2013 ,,Een hernieuwd sociaal contract tussen de landen van het Koninkrijk der Nederlanden voor een duurzaam herstel\u201d. Dat was de titel van de presentatie<\/a> die een delegatie van de Sociaal-Economische Raad (SER) hield tijdens een van 14 tot en met 16 februari jongstleden, in de stad Antigua, Guatemala, gehouden Ibero-Amerikaanse bijeenkomst. De bijeenkomst, met als centraal thema \u2018Democracia, pactos y consenso, v\u00edas para la recuperaci\u00f3n. Los Consejos Econ\u00f3micos y Sociales como instituciones clave para la gobernanza democr\u00e1tica\u2019\u00a0<\/em>(Democratie, akkoorden en consensus, wegen naar herstel.\u00a0Economische en Sociale Raden als instituten die een sleutelrol vervullen voor democratisch bestuur), werd georganiseerd door de sociaal-economische raad van Spanje en het Spaanse Agentschap voor Internationale Samenwerking en Ontwikkeling (AECID), in het kader van het Plan voor Overdracht, Uitwisseling en Kennisbeheer voor Ontwikkeling (INTERCOONECTA) en vond plaats in het \u2018Centro de Formaci\u00f3n de Cooperaci\u00f3n Espa\u00f1ola\u2018\u00a0<\/em>in de historische Guatemalteekse stad.<\/p>
Delegaties van de sociaaleconomische adviescolleges van Spanje, Guatemala, Honduras, Argentini\u00eb, Costa Rica, Cura\u00e7ao, Portugal en de Dominicaanse Republiek, evenals afgevaardigden van soortgelijke instellingen uit Chili, Peru en Uruguay waren daarbij aanwezig. De agenda omvatte presentaties en paneldiscussies over sociale, economische en arbeidsvraagstukken, die voor Latijns-Amerika en de Spaanssprekende landen in de Cariben van belang zijn in aanloop naar de XXVIII Ibero-Amerikaanse top van staatshoofden en regeringsleiders die op 24 en 25 maart aanstaande zal worden gehouden in de hoofdstad van de Dominicaanse Republiek Santo Domingo onder de titel \u2018Juntos hacia una Iberoam\u00e9rica justa y sostenible\u2019\u00a0<\/em>(Samen op weg naar een rechtvaardig en duurzaam Latijns-Amerika).<\/p>
Hoewel het Land Cura\u00e7ao, formeel gezien, geen deel uitmaakt van de groep Ibero-Amerikaanse landen, wordt de SER vrijwel altijd uitgenodigd voor activiteiten van INTERCOONECTA die betrekking hebben op de sleutelrol die sociaaleconomische adviesraden in de regio spelen bij vraagstukken gerelateerd aan onder meer duurzame ontwikkeling, democratisering, vrede, veiligheid en stabiliteit. Dit vanwege de nauwe en vriendschappelijke banden die de SER onderhoudt met zusterorganisaties uit de regio.<\/p>
Gelet op het hoofdthema van de bijeenkomst in La Antigua, Guatemala, ging de SER, die op ambtelijk niveau vertegenwoordigd was door de directeur\/algemeen secretaris de heer Raul Henriquez, de senior adviseur belast met internationale aangelegenheden mevrouw Miloushka Sboui-Racamy en de adviseur belast met onder andere interinstitutionele zaken mevrouw Dainadira Martis-Eustatius, in op de wijze waarop er gedurende de COVID-19 crisis als het ware een hernieuwd sociale contract is gesloten tussen de vier landen van het Koninkrijk. Daarbij werd in hoofdlijnen uitgeweid over de hoofdthema\u2019s uit het landspakket Cura\u00e7ao en over de economische, financi\u00eble, sociale en institutionele hervormingen die noodzakelijk zijn om het eiland weerbaar en veerkrachtig te maken. De rol van de SER als tripartiet adviesorgaan van de wetgever bij dat proces werd nader uitgelegd.<\/p>
